Public media’s value

So this recent post from the inimitable and provocative Jeff Jarvis has got me thinking… what is public media’s value beyond our content?

Pull back to view the true value of these things [journalism and entertainment]: information, knowledge, enlightenment, amusement, experience, engagement. Content can be and has been a vessel to deliver their worth. But it is not the only one.

Some say public media’s value has to do with enabling community.  But I don’t understand what that means as it sounds an awful lot like feel good jargon (e.g., empowering communities; facilitating engagement, yadda yadda)  OR if that can have as scalable impact as the distribution of our content.
